We're also a recruiting firm for hard to fill positions in the government contracting marketplace.
Our Why
CMI was formed to serve the capture needs of small, medium, and large organizations in the government marketplace. For over 246 years, since the founding of this great nation, government procurement has persisted. Only recently, has there been a formalized training program to assist sales professionals to sell to government agencies. We created the first state recognized capture training program to serve the needs of this long established procurement industry.
Our Story
The Capture Management Institute (CMI) is a DBA organization of the Government Contractors Association, Inc. (GCA). GCA was founded to create access for businesses with an interested in expanding into the B2G marketplace. Since inception in 2010, GCA has trained over 12,000 attendees in their classes and helped members and clients win over $1billions in awards. As the need for more sales professionals continued to increase, GCA created CMI as a training institution to fill the capture needs of organizations. The Certified Capture Manager (CCM) training program was developed by CMI/GCA and is approved by the Georgia Nonpublic Postsecondary Education Commission (GNPEC) as a postsecondary educational certification program.

At the inception of the CCM™ Program, one of the main goals is to simplify government contracting into an easy process so that anyone can quickly get their minds around it. This proved to be a daunting task. Finally, a brainstorming session led to the formulation of the 5-P’s Success Formula.

Our Instructors
Abraham Xiong is the President of the Capture Management Institute. He is the curriculum creator of the Certified Capture Manager (CCM) training program and serves as one of the main instructors for this program. He has 20 years of entrepreneurial experience and 14 years of government contracting experience. Through his service as an advocate for the small business community, he was awarded President Obama's Lifetime Achievement Award and was named as a Goodwill Ambassador for the State of Georgia by Governor Kemp.

Guy Burns is the Certified Capture Manger Program Director and Instructor. He also serves as the Executive Vice President of the Government Contractors Association, an organization that has helped companies win over $1Billion dollars in government contracts. Prior to joining the Capture Management Institute, Guy has owned several successful businesses including Success And Beyond, LLC, a speaking and consulting business he founded in 2003

Kenn Rivers of the Chief Executive Officer and Co-Founder of the Government Contractors Association's Northwest Chapter, located in Tacoma, WA. south of Seattle. He is a service disabled veteran business owner and experienced entrepreneur. Kenn opened the GCA NW Chapter during the advent of COVID in Feb 2020. Since 2019 Kenn has been a part of the coaching team for the Certified Capture Managers Course. He has been part of GCA success story passing a milestone in 2021, helping our clients & members win over $1.2 billion in government contracts.
Kenn Rivers
Richard is a highly skilled business professional who has demonstrated multifaceted skills in Finance,
Marketing, and Informations Systems Management and Development.
He brings a wealth of knowledge
of business funding, product development, and project management.
Richard received his MBA in Finance and Corporate Strategy from the University of Michigan, and a B.A
in Mathematics and Computer Science from Emory University.
He owns and operates Progenex
Financial Group through which he helps businesses secure funding. He is also a certified Project
Management Professional and New Product Development Professional who has worked for Sabre, Inc.,
Georgia Pacific, The State of Georgia and IBM.
Richard is the proud father of three adult children: two daughters and a son. Originally from New
Orleans, Richard now calls Atlanta home. He is still a Saints fan though he does cheer for the Falcons
when they are not playing the Saints. He is an avid racquetball player, enjoys music and plays the
trumpet. One thing on his bucket list is to explore the world as he attends diverse jazz festivals.
